Ocean environmental management is becoming an important issue especially because of continued ocean pollution, notwithstanding some notable successes in reducing it. The oceans are the most important part of the earth’s life support system and their environmental management is necessary if serious problems are to be prevented. Although everyone agrees that the pollution problem is serious and that it requires to urgent measures, few countries –even those vocal in defense of action-are willing to take necessary drastic preventative steps. Worldwide demand for action and the goals expressed at the World Environmental Conference in Rio de Janeiro are far removed from the proposed implementation and enforcement mechanisms adopted. Sovereignity and national interests often interfere or conflict with environmental rulings even when proposed or adopted by the country concerned. As a result, many ocean environment regulations and agreements have become platitudes that express but do not satisfy an urgent need.
The purpose of this book is to explain the causes of and problems introduced by ocean pollution to present some of the preventative and mitigating methods available, to evaluate regulations and agreements promulgated to control ocean environmental impacts and to suggest approaches for the more effective management of the ocean environment.
This book is targeted to those curious about environmental developments in the oceans, to undergraduate students of environmental engineering and science and to others concerned with the maintenance of this most important resource, the world’s oceans. This is not a scientific treatise or technical text but a volume in which the important functions of the oceans are discussed and the effects of pollution on the ocean ecology are evaluated in physical, biological and economic terms.
