First he talks about the possible importance of informality in the implementation of monetary policy, meaning it’s a starting point for an empirical investigation. Second, he focuses on data sources on informal aspects of japanese monetary policy and the third part is based on the obvious language barrier, which means the few objective data sources on informal aspects in Japan
To cope with these difficulties, the author makes a research strategy consisting of developing the set of relationship between political system, the government bureaucracy and the economic system, then he conducted a large number of interviews to find the possibilities for successful empirical investigations and to understand the operation of the monetary bureaucracy and finally setting out its institutional framework.
