The public extension service in Mozambique was created in 1987 as one of the four national directorates of the Ministry of Agriculture. The 16 years of destabilization war made it difficult to establish and operate extension networks in most part of the country. The peace agreement signed in 1992 permitted a quite number of international donors to support agriculture sector including the public extension services . As a result, a five year extension master plan was prepared and implemented at aiming and strengthening research-extension linkages, multiple extension service delivery systems , social inclusion and quality staff at different levels.The current extension master plan aims at consolidating the previous Extension Master Plan (EMP) and advocates more participatory extension approaches. The EMP focus in two approaches : adoption of Unified Extension Services (SUE) encompassing crop production , livestock and natural resource management , then development of an integrated National Agricultural Extension System (SISNE) with functional partnerships between public and private extension services including the outsourcing .
Furthermore, the EMP emphasis on strengthening linkages among the key agricultural stakeholders such as research, educatio, agricultural input and equipement , marketing and financial institutions, therefore, focusing on supply-side development, demand-side development and agricultural services provision objectives. Main beneficiaries of public extension services , the small holder farmers, organised in groups of interest, associations and cooperatives , experience production of surplus , from 1t/ha of grain maize to about 3t/ha as a result of technical assistance provided by the field extension officers.
