This report describes and analyses the current institutional set-ups, human resources, budgets and scientific research/training programmes run by the NARS in the 14 countries of the SADC region. Additionally, a description is given of existing research networks that involve the NARS, regional organisations and international agricultural research institutions.
Information for the country reports was obtained from a variety of sources and 10 criteria were used to evaluate the strengths and weaknesses of the institutions. The country reports provide only a superficial understanding of the status of the NARS in the SADC region but it has been possible to aggregate countries according to the same 10 criteria for evaluation in order to obtain a regional perspective of the relative strenghts and weaknesses of the NARS. Due to deficiencies in the information base, the SADC-FANR, with the help of the ICART, is encouraged to continue the process of data collection.
It has been difficult to identify which research networks are still functional in the different countries, however, it would appear that there are few formal and active networks along the lines of the conventional CGIAR model; Nevertheless, it is clear that there are ample opportunities for the development of new research networks and the strenghtening of existing ones. Examples are given in part 2 of the report.In this respect,the FANR-SADC, with the help of the ICART has an important role to play. |
